QSolutions LLC has deployed Ukraine’s first electronic document pickup locker (QSolutions POST) at the Lviv Administrative Service Center on Rynok Square 1. This is a unique deployment — no other CNAP in Ukraine currently offers contactless self-service document pickup. Citizens select “E-Shafa” as their preferred pickup method when submitting documents, receive a personal SMS code when their documents are ready, and collect them at any convenient time — without queueing and without staff interaction.
First-of-Its-Kind Electronic Document Pickup at a Ukrainian CNAP
The Lviv Administrative Service Center (CNAP) on Rynok Square 1, located in the historical heart of Lviv, is the city’s flagship CNAP. It serves thousands of residents every week with a wide range of municipal and administrative services and is operated by the Administrative Services Department of the Lviv City Council.
QSolutions LLC was selected to design, supply and deploy a fundamentally new service experience: Ukraine’s first electronic document pickup locker at a CNAP. The QSolutions POST locker — installed in the CNAP’s lobby — allows citizens to receive their ready documents at their own convenience, without queueing and without staff interaction. As of the deployment, no other CNAP in Ukraine offers this contactless self-service pickup.

Multi-cell automated locker with individually controlled compartments. Each cell stores one citizen’s ready documents until pickup. The unit is unique in Ukraine and was developed and manufactured by QSolutions specifically for CNAP-class self-service pickup workflows.
SMS Notification Module
Integration with the CNAP’s information system. As soon as a citizen’s documents are placed in a designated cell, the system automatically sends the citizen an SMS message with a unique pickup code, the cell number and instructions.
Centralized Management Software
Server-side software with a web-based admin panel. Real-time monitoring of every cell’s state, full audit logs of pickups, statistics and reporting, and a REST API for integration with the Lviv CNAP’s document workflow and information systems.
QR Code Pickup
Citizens can also open their cell by scanning a QR code from the SMS message — without typing the code on the keypad. The locker’s built-in QR scanner enables an even faster, hands-free document pickup experience.
The Visitor Journey at the Lviv CNAP
- Document submission. At the CNAP, the citizen submits their documents and selects “E-Shafa” (electronic locker) as the preferred pickup method on the application form.
- Document processing. When the documents are ready, CNAP staff place them into a designated locker cell. The system records the cell assignment and links it to the citizen’s mobile number.
- SMS notification. The system automatically sends the citizen an SMS message with a personal one-time pickup code, the cell number and short instructions — no manual coordination needed.
- Visit at Convenience. The citizen comes to the Lviv CNAP at any convenient time, including extended hours, with no need for an appointment, queueing or staff interaction.
- Document pickup. The citizen enters the personal code on the locker’s touch interface (or scans the QR code from the SMS). The cell unlocks automatically, and the citizen takes their documents — contactless, secure, and private.
