Following Ukraine’s 2015 reform that dissolved the State Auto Inspection (DAI) and established the Main Service Centers of the Ministry of Internal Affairs (HSC), QSolutions LLC was selected as the technological partner for the new institution’s visitor service infrastructure — equipping more than 130 centers nationwide with a unified electronic queue management ecosystem starting in 2016.

In 2015, Ukraine launched one of its most visible public-sector reforms. The State Auto Inspection — long associated with corruption and opaque procedures — was dissolved and replaced by a new institution: the Main Service Centers of the Ministry of Internal Affairs (HSC), built around a philosophy of transparent, citizen-focused service delivery for vehicle registration, driver licensing and related public services.

QSolutions LLC was the implementing partner for the queue management infrastructure underpinning this reform. Starting in 2016, our team designed, manufactured, deployed and commissioned electronic queue systems across the entire HSC network — establishing a unified service standard at every location, regardless of region or visitor volume.
